This site operates as a public clearinghouse for work related to United Nations Security Council Resolution 1540. It is managed by the Stanley Foundation.

In April 2004, the United Nations Security Council unanimously passed Resolution 1540, which mandates that all Member States implement a set of supply-side controls on equipment and materials relevant to nuclear, chemical, and biological weapons and criminalize proliferant activities within their territories. The Resolution also includes a provision that encourages states with the capacity to lend assistance in support of 1540's mandate to do so, and, in turn, encourages states in need to request any help they may need to meet 1540's demands.

The Stanley Foundation has created this website to facilitate global implementation of Resolution 1540. The 1540 Hub aims to centralize the various international and NGO resources relevant to Resolution 1540 in a single destination.  To add your organization's relevant resources to this site, please contact the site administrator.

European, US Security Organizations to Cooperate Against WMD Proliferation

At last week's meeting of the Organization for Security and Cooperation in Europe, US Homeland Security Secretary Janet Napolitano pledged that her department would work closely with a key European security organization to prevent the spread of weapons of mass destruction.

"Of the many challenges we share, I believe there are none more pressing than the evolving transnational threats that we confront, including threats from: terrorism and organized violent crime; narcotics smuggling and human trafficking; the proliferation of chemical, biological, radiological, or nuclear weapons; and the emerging threats from cyberspace," Napolitano said on Friday during a speech in Vienna, Austria.
